This can be done with "Users & Passwords". It is found in the control panel. Use it to set up a group of users who can access the file/folder(s).
Next, use My Computer to go to the file/folder of interest, right-click on it and choose "Properties". Click on the "Security" tab. Check "deny" for everything on each user except the group tat you just made.

I didn't know you can even put a single password on a file or folde other than a .zip file?
