The movie actually had very good reviews here in the USA, as well, although reviewers warned that it's "not for everybody." As far as whether the movie portrayed the USA fairly, I don't think that it's intent was to portray American society in general. Instead, it attempted to show certain aspects of particular parts of American society where people are particularly hypocritical, ignorant, and belligerent. Inasmuch as it showed this hypocrisy, ignorance, and belligerence quite well, it was a good portrayal of those undercurrents in American society.
However, there are plenty of intelligent, kind, informed people in the USA whom were neither portrayed nor criticized by the film. As an American, I was not offended by the fact that "Borat" revealed a few slimebags for what they are; it does not reflect on me, as I do not share their views.
The people who claimed it was an "unfair view of America" were simply offended that several hypocrites got exposed for what they are. As usual, they're incapable of comprehending the difference between an attack on a few specific Americans who think and act in a certain way and an attack on America itself.

Borat is not a particularly fair view of any country. It is a comedy, masquerading as a documentary. It is more of a record of normal people reacting to contrived situations, designed to be humorous. There is nothing in the film that accurately reflects American or any other values.

it gives a funny (if not balanced) view of america, but the part where he was talking about how kazakhstan supported the "war of terror" and all the people were cheering, really reminds me of my town. echh
