If your talking about an adult being shy, it's probably because the reactions mimic those of a child's. Think about the little boy or girl infront of you at the grocery store who smile a little, blush, and hide their face against mom's legs when you say hi to them. Adults do some of these behaviors when they are shy--halfway smile, blushing, and lowering their heads. That's just my idea, I don't think there's any evidence to back that up.

I don't think it's cute. I feel sorry for shy people. They want to be friendly and strike up a conversation. But do not have enough self confidence to do so. There for they just sit back and listen. I feel that something in their past made them this way. Like over domineering parents. Or made fun of by peers or siblings. I know of some people who were not shy until they married and had been married a couple years. All of a sudden they are shy? This can happen when the husband or wife is over domineering and is verbally abusive breaking the other partners spirit and self esteem.

Shy? I think it is cute when a girl gets shy around me because it is a sign they like me or are trying to make a good impression. But only you can answer why you do it in any one particular situation.

Cute most likely is used on girls. I think that depend on the her gesture she is shy. She will consider cute when her gesture is funny or an uncommon but not overdo action. It will be a plus if she looks adorable. Though is funny, "cute" is used as not to hurt the person feeling.
E.g "You are so cute!" is better than "You so funny"... -_-|||

I dont think people think its cute. You know like when someone you work with gets a haircut.... it looks bad, but you feel like you have to acknowledge the fact that she got a haircut - so you say "Did you get your hair cut? Its cute". Its just what you say...... Its not cute.

Because some people look cute if they are shy. An ugly person being shy is very rare, because they know people will just think he's ugly, or otherwise don't care.
