Of course! Provided he is going through a program (like Youth For Understanding or Rotary), he will be very safe.
I went to Japan for a summer term when I was that age. I knew no Japanese, but I still did very well.
He will grow as a person and will learn more about the world than a book could ever teach him.

Definitely.. it is a marvellous experience for kids. The exchange program I headed up was for a year abroad and the student got so much out of visiting Europe that year, as did the Norwegian student who visited the US. The host families are usually carefully screened and make your child part of their family.

Yes, yes & yes. Oh, how I wish I could have done things like this. It's an adventure and he will learn about other cultures-he will broaden his experience and character. You said he is your only child. Are you wanting to keep him home just for you? Holding your kid back for selfish reasons will breed resentment.
Let him go and while he's gone find some things to broaden your own horizons.

Consider sending him to Europe or Asia. The Americas -including USA- are a little over their peak in terms of importance.Think about job opportunities for your child...
