Depending on when you started puberty, just about at 16 really.
I started late at about 13.5 so mine grew to about age 18. Most of the growth seemed to occur for me at about 15. I worried i'd be small because I was late, but I actually am on the larger side.
I gained about and inch more from 16-18 and a lot in girth.
Just an example. I hope that helps answer the question.

Usually before you do--if you are well into puberty, which you should be at your age, you are probably nearly grown down there, it tends to grow faster than the rest of your body.

Mine is still growing and I am into my 60's. Pretty soon I will be a complete dick.

I have never heard of anyone wanting it to stop growing. Believe me ,your girlfriends will not complain.

when you are 18 mate - but dont worry about length matey - its all about the thickness - most women will agree! its about what you do with ya fingers and tongue too!
