I'd say both, there are bad apple's in every group. And some can be real annoying like that Travelocity Gnome !!!

Plastic or stone - they look cute on your lawn.
I have one old garden gnome (small) sitting in my
kitchen window - I always smile when I look at him.

I believe they are whatever the master of the house is. They serve the master.
