I beleieve that the unwritten protocol is that a sitting president does not attend the fumeral of a president who has died. The President is the most important person in our country and if he came it would detract from the attention and respects being paid to the deceased.

Perhaps he wanted to let the crowds pay their respects to Ford before his rather large entourage with all it's many security precautions clutter up the event. He will attend the actual funeral service.

What you saw was a memorial procession, not a funeral. Nice try though.
