Basically, if a girl is not on any kind of birth control, and the boy also does not use any kind of birth control, it is possible for the girl to get pregnant no matter what time of the month you have sex.
The reason for this is that sperm, once inside a woman's body, can actually live for some days, so even if the girl is having her period when you have sex, the sperm may swim around for a few days looking for an egg and reach one after the girl has stopped menstruating.
The only way to be safe about it every single time is to use a condom, it's also the only way to prevent STD transference.
