my mouse has done that before. check the connection between the mouse/wire that connects it to the computer. Mine is the apple mouse and i just wrapped duct tape at the part where the mouse and wire connect for a more secure connection.

Being optical, probably is the laser that has some kind of problem or the surface you're using to move the mouse isn't flat or has the texture needed for a proper use... Some pads don't work for optical mouses. In my work desk I had a similar problem which i overcame by using a regular A4 notebook as pad for my mouse.
Try also the usb port with another optical mouse (borrow one or something); if it happens with another mouse, probably that's due to the port, though I could risk to say that it is the mouse itself or the pad, most certainly.

First clean the mouse rollers and get rid of the lint buildup inside the mouse.

Second, make sure the wire is not strained and there is no tension in the wire from the pc to mouse.

Third if this does not fix the problem, get a laser mouse that does not need a mouse pad for rollers. Laser mouse is sealed and dirt from the mousepad or the table cannot get in.

If it's a ball mouse, pop the cover off and clean inside the mouse. If it is an optical mouse, try using it on a mouse pad. I have seen optical mice jump around when used on semi-reflective surfaces.

if the ball is clean maybe one of the rollers are broken. If it is optical the surface might not be clean or flat. Use a mouse mat if nothing else works.

you probable might desire to get a clean mouse, once you're nevertheless making use of the previous ones (the mechanical one) open it and attempt to scrub it slightly, once you're making use of the optical mouse clean the floor below, see if that helps, if no longer - bypass to the save ;)
