clip the wires running from the ballast to the end pieces near the ballast, un-do the power wires (usually one black, one white). remove ballast holder (usually screws). Install new matching ballast (if the mounting holes don't line up, drill new ones). Using wire nuts connect the power wires to the power source. Cut off excess wire from fixture and wire nut the end wires to the ballast. (doesn't matter which wire where)

Do what T C said. First shut off the power. It is safer to turn off the breaker. Test the supply wires to make sure the power is really off before starting this project.

The colors should match on the new unit. If they don't, the placement should help you determine which goes where. I would draw a picture before taking the old one out.

The electrical part of this task is easy. The mechanical part, i.e. taking the fixture apart and putting it back together is the more difficult part. Don't be surprised if it is a little difficult to get back together.

It depends on what lies beyond that mountain. Every step will lead you beyond that mountain, but then it all must not go in vain. Its not always that the toughest of challenges gives you the best of results. You have to know what lies behind that mountain, and only climb if its worth it. PS: Not always should you climb the mountains; sometimes its good to use the valleys.
