You should set up a buyers account with paypal. It's free and you use a credit card to make purchases. If they don't send the item, you can have paypal pull the payment until the issue is resolved.
I have used paypal and purchased on Ebay for years without any problems. Go ahead, get that phone cover and enjoy!

Hi, if you are worried about a seller,
1st look at the feedback, I usually only buy if it is 100% and if not, I read the feedback and see if there is an acceptable reason for them getting negative feedback. See when they joined, and when they made their last sale or purchase.
Ask them questions too - about anything you are unsure about. If smells dodgy, it usually is.
If you purchase with paypal, usually they offer some sort of insurance - but check this first.

I usually just look at two things...country of origin and their feedback score (both percentage and total # of feedbacks).
Country of origin - usually China or Phillipines or something like that may send knock-offs (especially DVD's and games).
Feedback score - depends on the $ you are spending. But if a decent amount of money, go for someone with at least 100 pieces of feedback and no more than 1-2 negative. (There are always misunderstandings, so I usually poo-poo 1-2 negatives).

Always check the sellers feedback, (low or many nagatives) I don't like buying from "power sellers" either, they sell so much items they lose count on what they have shipped and what items are paid.
EDIT: even with paypal you can get scamed.

click on the number at the end of their id. Look at their feednback score. If they don't have a high number and a good feedback, well then don't buy from them.

Research the persons e-bay history. Also, make sure that you are both using Paypal, so scaming can't happen.

It's hard to tell sometimes. I suggest only purchasing from people have lots of positive feedback. Read feedback very carefully before you purchase.

All e-bay members have a rating and you can read their feedback. If they have a good rating and psoitive feedback then you can usually trust them. But if there's negative feedback or a low rating then stay away from them.
