After I posed this question I was able to answer it in several different ways, based upon the attitudes of different points of views expressed by the people who post here.
I am not talking about a type of precieved peace that the people of Iraq had under saddam hussaine, where only saddams enemies were abused and murdered by the hundereds of thousands.
Throughout history there have been many such examples of that type of precieved peace. Joseph Stallin in Russia had things under control and so did Adolph and you were safe as long as you towed the party line. Millions upon millions were murdered and some people refused to take a stand.
Based on what some people have posted here in the past that type of peace sits well with a lot of people.
If you apply that same sentiment to the other oppressed people around the world today it becomes apparent as to why they are in their prediciment.
Apithy is a silent killer.
He who has the guns, not always the gold, makes the rules.

Democracy is only one piece of a very large pie that needs to be filled. Ruling a country by using the beliefs of a dictator and or a religion must be overcome in order to have a chance at Democracy. The major hurdle is for that part of the world is to accept Israels right to exist. Only then can they work at working on Democracy.

Can Western democracy work in Iraq? I don't think so. Each part of the world is beholden to their own philosophies, which are directly connected to their beliefs and values. It is absurd to expect other nations to adhere to the political system of another nation.

Plural government, in any country, is contingent upon the majority. If the majority is content to allow one person to rule over them, then that is their right. Current American foreign policy is to liberate nations which have oppressive regimes, like Iraq. This type of "cowboy diplomacy" will not work.

You need an example? Sure. It would be like me going into the isolated countryside of Romania and providing a farming family with a Mercedes Benz S600. These people may have seen one car in their whole lives, or at least heard about them. To Western sensibilities what I did might be great. A family that didn't have a car before suddenly has a top-of-the-line luxury sedan. So what? They don't understand it's value or how to use it properly. For all I know, they may end up hitching the plow to the back of it and plowing the fields in the spring. Now, honestly, imagine that.

What comes natural to one group of people is foreign to another. We fail to understand something that is rather simple.

The idiots in the middle-east have been fighting since the 7th century..why would they finally stop in the 21st century? Americans cannot save the world! Do you know EVERY American owed $47000 as of 12-28-06 to pay "their part" of financing the war in Iraq? From what the media says bush plans to up the forces so "our part" will also go up! This does not bode well for middle-class Americans!

Democracy is a great word with so many meanings.
Democracy given from outside is laughable. If people want democracy they should do achieve it themselves.
Some say dictators don’t allow it but let me tell you in Islamic revolution in Iran shah(king) was the most powerful dictator in middle east with the aid of the west but he is gone now and nothing but a memory is left of him.
I must say unless people achieve the understanding of democracy giving it to them by force would’t help specially when it is given to them by foreigners.
what we have in Iraq is exactly this.

The Middle East was set up by fascist Capitalists who wanted the wealth. They put the leaders in charge who later realized that they should have owned their own wealth in the first place.

The fascist Capitalists played tricks and committed atrocities all over the place to keep that wealth, that was slipping away because those nations wanted to keep it for themselves.

Apathy begins at home. Fascist neocons have scared lazy Americans into believing that the only way to protect themselves is to give up their rights. (Patriot Acts) This is the opposite of truth. Americans should get busy: Start writing to the new government and let them know the fascist game should be stopped.

It appears do

The American experiment proves that 200 years of democracy leads to a 50/50 split with the RED faction openly advocating the total annihilation or the BLUE.

If we decriminalize murder, democracy fix the Global over population problems in 200 years. Reduce Bluehouse Gasses and stop Global warming.

Go big Red Go

If you study history you'll find that the only time there was true peace on earth is under the Islamic laws. I want to emphasis that No country in the world at this time has true Islamic laws implemented not Saudi Arabia, Iran, Sudan or any other country.
