How are some sites able to charge as little as only $0.15 for a song compared toothers that charge £0.79 per track? Do the cheaper sites just not pay the artist?

Bear in mind that none of the services available "pay the artist". They pay record labels.

Allofmp3.com, being based in Moscow, pays the 'Russian Organization for Multimedia and Digital Systems' to distribute the files, which they claim allows them to sell those tracks legally. In reality, it's a bit of a gray area. In fact, the RIAA recently filed suit against allofmp3:

The cheaper ones tend to be located in foreign areas and appear less expensive due to the differences in exchange rates.

Since it's hard to regulate these sites outside of the artist's native country (Russin in AllofMP3's case), it is not likely they are getting their full royalties. In the case of the United States, the site has been considered illegal. As far as I know, the site is offline.
