You almost certainly have a load of worms and trojans in your machine.
First, forget Explorer. Go to www.Mozilla.com and download BOTH Firefox (which is a better web browser than Explorer) and Thunderbird (which is a better mail tool than Outlook).
To get rid of the worms and trojans you need some anti virus software. If you can pay for it, get either (or both) of AVG or Zone Alarm. If you want a freebie, try Spybot search and destroy, or Spyware doctor.

Hi,
I had a similar experience recently and was unable to solve it by myself. I downloaded Video ActiveX Object file to see a video on the Web and it turned out to be a spyware that hijacks your browser. This one was called SMITFRAUD. It sends you to spyware cleaning sites (don't download anything), and basically wreaks havoc throughout, mostly by constant popups and sending you to sites you don't want. I located the files but couldn't erase them, either manually or through cleaning software that I have.
Finally, I had to contact Symantec, my security software company. On their website you can connect to them by a messenger system and write back and forth. It cost me $39.95 for the consult (in spite of paying a yearly fee). Luckily the technician was very good and besides analyzing also solved my problem through remote. In addition he cleaned up my computer and gave me advice. If I had to follow his instructions and clear the problem myself it would have cost $69.95.
Here's hoping it's not the above problem and you can solve your problem more easily.

After reading some of the other answers I need to add that my popop blocker and Symantec/Norton Internet security was on. Their warning was "very low risk" . I researched the type of file and again I got the low risk warning. I then decided to let it download.

If you are using Windows XP Service Pack 2 (which you should be in this day and age), turn on pop up blocker. How you do this depends on which version of internet explorer you are using.

I think you should get a yahoo or google toolbar and block all pop ups its that easy just put the pop up blocker on

you need to clan your coputer of spyware and adaware. and install a good popup blocker. I suggest AdAware SE personal edition for the spyware. It works well. Yahoo has a popup blocker that is free also.

get on the internet and download AVG OR ADWARE they are free and would help block popup from your laptop or if want by stopzilla very adblocker. take care mr. botar
