Because paid days off cost employers money. That is why there is now only one 'President's Day' when there used to be both Lincoln's and Washington's birthdays.
In the case of the federal government the ones paying the money are us taxpayers, so the government seems to think cost is no object.

Maybe because the US Post Office is the only profitable portion of the Federal Government. The other's can't afford a paid day off.

i work at a veteran's hospital, and we are allowed to stay home, with pay, if we are in a non-essential clinic. i work in dental, therefore, i have to work.

The postal workers need to learn that even the lives of federal workers are valuable; this hopefully will teach these postal workers who are federal employees not to go on a shooting rampage!
