It's nothing new - everyone just likes to pretend it is!
Humans, whether we like it or not are animals. The primary driving force for any animal is procreation to ensure the continuation of the species.
So, for a man, thousands of years of evolution means that, sub-consciously if nothing else, a post-pubescent female is capable of continuing the species and is, therefore, to be "checked out".
For some men, however, it becomes more than sub-conscious thought and they act upon it - hence the age of consent, and all the other laws, which were initially passed to protect young girls from these people.
So in one way or another, I'd say the vast majority of men do look but it's far too simplistic just to label them as perverts!

I present my answer in three scenarios.
Mild Case Scenario Explanation:
Everyone glances at another person all the time in public! They probably just happened to see her. Our eyes are constantly moving about.
Medium Case Scenario Explanation:
Most men are very different from women. They have stronger, more frequent sexual desires and are more likely to be unfaithful ti their girlfriend/fiancee/wife. If you can identify the facial/optical expressions of the men that look at your daughter, you may be able to help her avoid certain places. Gazes such as: a normal smile, a quick glance, or even a nod of the head in greeting, are fine and need no concern whatsoever. They are simply ways of saying a quick "Hello" to a stranger who they don't plan to meet again.
Urgent Case Scenario Explanation
On the other hand, gazes such as: a crazy/maniacal smile, quickly raising both eyebrows together, or romantic-looking expressions you may see in movies or identify in yourself, may be a sign that these men need help or are even stalkers.

The gestures I just now mentioned, when coming from boys about her age, are common. Coming from a teen-aged guy, they're ignorable.

Depends on the age under 16 way wrong, 17+ are young women and very normal for men especially young men to check them out or even date them. I'm guessing your daughter is under 16.

Because older men know that teen girls are "ripe". Meaning if your lucky the teen girl is a virgin and hasn't had time to lose it yet. So they fantasize about what they can do with the girls. Also men seem to like teens more than women their own age.

Well, teenage girls are developed. A man's eyes go right to the developed part and probably completely miss the pigtails and high school track jacket.
Some men just don't care.
Now is a good time to get your daughter into some self defense classes. She should be well prepared to fend for herself before college. 1/4 women and girls will be a victim of sexual abuse. Do everything you can to lessen those chances.

It doesn't matter who I'm with....grown men will stare at me. My dad gets all mad because I'm only 13 (I'm turning 14 in February) but I'm used to it. If a girl is developed, men will stare regardless of old she looks in the face or how tall she is, which is my case because I'm only 4'10. Some men do like teenage girls (they flirt with me too....even if I tell them I'm 13) and others do but just won't admit it.

Well, a lot of teenage girls dress like grown women these days. Some guys are perverted, but some of them are just looking at an attractive "woman".
If she is getting looks all the time, I would suggest re-evaluating her wardrobe.

Well, it's not uncommon. I go out in public and get checked out (and stared at for my usual attire, accessories, and makeup) by older men who think I'm well..older. I am fifteen and I was with my friend who is thirty-two, and we met this guy at Six Flags. He was checking me and my friend out, and we began talking. He started making sex jokes of a threesome, and then I told him how old I was, and well...he thought I was atleast twenty.
So maybe they think your daughter is older, or they just like looking at something young and beautiful to remind them of their youth.
And then the classic excuse, they are perverts.
