Imagine walking on earth. You can walk in all 3 dimensions but you are stuck to the surface. If you could leave the surface you would be going into the 4th dimension.
That is the same with the universe. But instead of being stuck to a surface we are stuck along the plane of space/time. I guess you could call the 4th dimension in and out.
Imagine a person standing next to you. If he were to enter the 4th dimension he would get smaller and smaller like if he were shrinking. He is actually moving away from you with out moving in our 3 dimensions. He is sinking into the 4th dimension.

Four-dimensional space is just a model that helps scientists understand the real world. Watch a DVD where vehicles are in motion (for example). Press 'pause' on the wand to freeze action. You can now see a representation (model) of three-dimensional space. Press play and the relative position of three-dimensional objects changes with time and the model now represents four-dimensional time-space.
Of course the four-dimensional time-space model is used to solve and understand very complex problems such as how can you measure vast time-space environments when signals (light) do not travel instantaneously? How can you measure the exact distance between moving stars perhaps 50 light years apart when it takes light (your signal) 100 years for a round trip and the space is distorted (curved) by the masses of the stars? How do two individuals in spaceships millions of miles apart start stopwatches simultaneously and will they remain synchronized regardless of relativistic speeds (approaching the speed of light)?
The idea of four-dimensional time-space is simple yet the application can be very complex.

Light is of higher dimension in space-time than of humans.
We are able to visualize it because...........
Its just like a small animal like ant feeling the tip of a human leg, ofcourse it sences and feels the presence of the human body but can never imagine the entire shape of the human body.......
AND
we dont have enough sences to predict the light structure.
human eye is only sensible to visible light pattern in the entire spectrum. we might had visualize the entire Light if our eye could had been sensible to all the pattern in the spectrum of light.

yes , time is the 4th dimension but we cant visualise it in real world or practically but can be fundamentally proved
