Can any one suggest best way to locate candidates, urgently?

Candidates for categories like, Designers, Engineers, junior and senior levels, i.e. (Concept, Process, Piping, Pipeline, Civil) including CAD experienced Draftsmen, for petroleum development sectors are becoming rare and rare. No response even when advertised though they are urgently required. Please suggest to my email id: ravindran_kc2005@yahoo.co.in Is it true that they think twice on gulf jobs?
