Germany, France and England come to mind. I have known interracial couples that have lived in all3, although I would suspect they stayed in the larger, metropolitan areas. James Baldwin, one of the most respected Black writers of 2 generations, was an expatriot who lived out his days in France, also Sammy Davis, jr. with his white wife, and Josephine Baker.
No matter where you live, be guided by common sense. I'm a white woman who dated black men back in the 60s in the South. There were clubs and neighborhoods where this was accepted as I imagine everywhere in the world creates a pocket for the unusual. Out in public we were circumspect. Good Luck no matter where you go...

To my knowledge there are no such countries on this planet, sadly it has been a part of human nature to have a certain amount of distrust and people who warrent this distrust. This said not everyone is worthy of being trusted or need to be distrusted. There are many good people in the world in every country. While there is racism and intolerance of differences in every country, some are more tolerant than others. Canada is not perfect, but it does have a good deal of flexability when it comes to tolerance.

i could advise the West portion of Europe, SPain, uk, France, Italy, perchance even Germany, and Norway- Sweeden. yet even there, esp France and Italy you may desire to be attentive to their community language. They communicate not a lot English, yet in college is greater advantageous, yet classes are of their language additionally. so which you may learn on that. you may continuously attempt to get a job on the Embassy whilst in college. As for the racism - this is throughout, appropriate ward off the jap worldwide locations, that have somewhat some stereotypes they're functionality after.

everyone is racist, its just in some areas of the world your not allowed to admit it. so if you are white, try moving to an all white area, then there wont be any racism there. i recommend rural areas in Europe, like where i live (98.5% white according to wikipedia), the only racism you will encounter is from the media as they are based in the cities.

Philippines. Specifically Cebu City. Its cheap to live there and they still remember Douglas McArthur. You won't have any problem in finding a date. Stay away from Manila.
