Anyone who contributes something to a society instead of just leeching off it is always more valuable.

The first one. If Welfare would get the reform it needs they would be found and have to work. Oh wait almost all the people on Welfare DO have to work. As to someone who is paid UNDER THE TABLE. There are NO TAXES paid on their wages. So the Govt losses just as much money on those people. On top of LOSING money on them the Day Worker is breaking the law every minute they spend in this country. They can't be found or tracked down. For everything that is wrong with the welfare cheat we do know where they are. We have records of it.

I believe your answer is directly within your question. The law is what is right despite your question. First, I do not know any person who is on welfare who receives benefits without proving his or her eligibilty. It's a tough process....trust me.

Now those who are reaping the system through illegal means cause a burden as they cannot:

1. Supply medical insurance for themselves...emergency room costs along with mutiple other medical costs are extremely high;

2. Obtain car insurance for accidents they cause and thus
cannot be sued (or found to be sued) in the event of an accident which can leave many in more than financial duress;

3. In event of a murder or crime, cannot be found due to there being no legal name, address or other verification.

4. If any more needed reasons, contact a mental health advisor.

2) is the obvious choice, as they put something into America and contribute to our GNP and tax base. 1) is just another drain on society, and should be thrown off of welfare immediately if not sooner.

This is a loaded question. There are many more choices than your 2.

Research the real numbers of such examples and live in the real world yourself, then see if you would have even asked that question.

Maybe you should have given more choices - but based on the choices, 2) is a better evil!
