Quick answer is no. There is a cc limitation as well as a minimum speed. Any one who takes a small cc bike on the motorway wants their head examined. Can you imagine what the affects on the bike and rider would be when an artic passes you or there is a strong side wind + the effects of a large coach/lorry, gives me the creeps just thinking about it. Having ridden on the motorways on a 250cc Yamaha years ago unless you can keep up to within 10 to 20 mph of the traffic its just not a safe ride. I suggest either a bigger bike or find a route that avoids the motorways and to a certain extent dual carriageways. If she must ride on duel carriageways then occupy the middle of the lane she is in to prevent anyone creeping up the side of you (I know from experience).

Mopeds are allowed on dual carriageways as long as they are designated A roads. Some are designated as A (M).
These were dual carriageways but have been given the status of 2 lane motorways.

Yes, duel carriageways are fine, it's just motorways that's not allowed. Before you go on to a motorway there is a sign saying what is and what's not permitted. If there is no sign then it's fine.

Legally yes but common sense dictates 30 mph Mopeds avoid all dual carriage ways other then 30 MPH restricted ones.
Mopeds are not permitted on Motorways.

Mopeds over 50cc are allowed on the motorways as long as the rider has a full bike licence.

Yes they are allowed on dual carriageways, if she gets one of the bigger engines (250cc) she will be allowed on motorways too

Yes they are allowed on dual carrigeways. As you say, an engine capacity under 50cc is not allowed on a motorway.

yes you can ride a moped on dual carriage ways as long as its an A road not a motorway ive owned a 50cc and always travell on dual carriage ways for college good luck and safe riding
