Girl, you don't wanna make friends over the internet. They're so fake, and the worst part is you can't even tell cuz you're staring at a damn screen. They lie and manipulate your emotions. If you really want online friends try myspace, but let me warn you, myspace is the place for enemies, hell, I never even made an account for it and I already hate a number of people on there.

dont make friends on the internet (well u can have friendly people but not a best friend) because :
a)they could be a pervert
b) they might not be someone you would want to be friends with in reality
c) its odd having 'friends' on the internet
you need to get out more

Go out into the real world to find friends, angel.
There's nothing more depressing than having an email/IM friendship. You can't hug them, play board games with them, have a coffee at Starbucks with them..........only endless emails.

i don't really think you can. you can know people on the Internet and maybe tell them your problems, but real mates are people who you can meet up with acutely. People can really change a lot when they talk online
