A woman should always place her serviette (I prefer this word to napkin) on her lap. Women have never tucked into the collar.
Traditionally, men have either tucked into the collar or used a napkin hook or clip. Since the last war, men have opted for placing the serviette on the lap. Given the opportunity, I use two serviettes, one on the lap and the other tucked in. If only one is available, I will tuck it in the collar. I believe it better to have a few odd looks at the dining table than to risk spending the rest of the occasion with food stains on the shirt, jacket or tie.

Why is it embarrassing for you??? It is her top!! Anyway the correct etiquette for dining is that the serviette should be put on the lap. This is because......A, it looks scrufffy from the collar.....................and B, you are not supposed to sit right against the table and a bit of your lap should be showing. If food will fall off a fork it will do so just as you get it off across the table!!!! Try and get your girl to take smaller forkfuls too......this can help.

they make 'serviette holders' a bit like the spectacle chain you can buy but that have very tiny silver or gold pegs to attach to you serviette
I have seen ladies use these at a few dinner dances I have been to, but I don't know where they are purchased.
I think it is a great shame that it is you, rather than your girlfriend who is embarrassed when she spills down herself. You should concentrate about how she must feel when she does this, especially in public as she must be acutely aware of stains on her clothes.
I know what etiquette states, but it maybe better your girlfriend goes against this and looks clean once she has eaten, and let's be honest how many people really look at other people when they are in a restaurant, perhaps you could ensure you sit with your back to a wall with your girlfriend facing you - with her back to other diners, then she will be able to use her serviette to cover heself and once the meal is over she will be able to enjoy the rest of the date stain free

Why not invest in a smock for her? Then she can drool and allow her food plop all over her.
Alternatively, if you want Homer Simpson for a girlfriend she should tuck the serviette into her collar, assuming she has one on her apparel.
My other suggestion is try to avoid restaurants as you clearly lack any skills of etiquette to be asking such a dumb question. Why not take her to a "Greasy Spoon" cafe or a Pie and Mash shop?

Serviettes are worn on the lap, unless lobster is being eaten (& they have special bibs for that). The serviette is opened below table level and placed on the lap.

well let's just say, putting ur serviette in ur collar is kind of like wearing a bib to go out. big HUGE no no,especailly is u go somewhere classy. you always put it on ur lap. she shouldn't be spilling food to begin with, and if she still does, i dunno tell her not to put so much food on her fork or whatever when done right the odds of spilling are slim to non existent. i think she needs to learn how to use her untensils.

Oh dear !Oh dear!!!! oh DEAR!
WE do not wear ones serviette!!!
One places it discreetly on ones knee.
or leave it by the side of your plate,
to delicately dab the corners of your mouth ,
of ,stray drips of gravy etc
Never;
tuck your serviette into your decolletage
or under your collar, as if it were a bib

If you insist on tucking the serviette in your collar or under your chin (instead of leaving it on your lap, as it is supposed to be!), please expect a courteous (?) waiter to ask you "Shave or shampoo, Sir?"

She should lay it on her lap. It would look ridiculous to have it sticking out of her collar, boobs or not.
If her breasts actually get in the way of her eating, she need to get in the habit of leaning forward slightly for each bite of food.

It's bad manners to tuck your napkin into your collar. You should place it in your lap and just try not to spill. If she spills, it's her problem.
