whhy phenol decolourize bromine and produce white precipitate but ethanol does not?

The reaction between phenol and bromine is the reaction of an activated benzene ring - which is highly unsaturated - and the bromine reacts by electrophilic substitution. Ethanol is saturated, and never reacts by electrophilic substitution.

This is similar to "how long is a piece of string?". Ethanol will not react with bromine water, but will mix perfectly with it.
