have you got a dvd decoder installed? If not they are easy to get off the internet

The dvd disc could be the wrong type DVD -/+ R/RW some players only play certain disc types. But if it's just a regular store bought dvd might try just cleaning the drive with a dvd cleaning disc. You can buy them at Wal-Mart, Blockbuster, etc. Also if you bought the dvd player try reinstalling it if none of the above has worked for you.

Check first that when you start computer, your bias recognizes the dvd drive. It it is, then try only with the store bought dvd and cd first, if they work, then problem is the cd or dvd you are using. check that your dvd player is capable of playing dvd you want to play. If it still don't work, and if you are qualified to open the computer case, check ide ribbon wires and power supply cable to dvd drive, if they are ok, then change with new drive. may be your drive is old and bad.

clean the lens with a cheap lens cleaner available nationwide if that fails make sure that the wires that connect the DVD drive to your computer is plugged in and not damaged in any way- if so they may need to be replaced.
if all these methods fail the DVD drive may be worn out be overuse and may be need to be replaced or if under guarantee may be brought back to the retailer

I had a similar problem....i bought CD lens cleaning disc and used it to clean the lens...now it is working fine...

I think you have a definite problem in your lens. Just change your lens & see if it works fine.
