Because the Chinese calendar is a lunar calendar, the year doesn't start with January 1, but later in January or February so 1995 was the end of the year of the Dog and the start of the year of the Pig. There's a chart at wikipedia at the bottom of the article which explains it all. This is the Year of the Dog, btw, and the Year of the Pig starts February 4.

you have to be careful ... chinese year follows specific dates ... it would be like asking whats the sign for January (all depends on the day in January) same thing goes for chinese astro signs ... first part of 1964 falls under the rabbit ... I have a book but not with me right now ... sorry!!!
