I have a 128kbps broadband internet connection.Loading of webpages is reasonably fast. But whenever I download a file, the maximum data transfer rate is never more than 20kbps irrespective of the source location.Am I being cheated by the service provider?

No sir, its absolutely normal.
While we are downloading apart from the downloading there are many other factors involved. Therefore downloading speed always approximately one fifth or one tenth of the connection speed.

i'm with talktalk and each month you get 40 gigabytes of bandwidth. even if you don't use it all, you still only get 40gb when it's reset each month to zero... So find out what your getting a month and if they are slowing you down find out how long for. They should only be slowing you down for that month. My talktalk is £21 a month and for another £5 I can get it up to 80gb a month..... so mention this to your provider and even ask for a printed letter of your usage if they get lippy... you should have a right too know how much you've gone over by. Talktalk would send you a letter to say you went over and you have the option to stop or be cut off till next month your big problem is the sites your watching, as those videos are huge in size. A bbc 30 min program is around 300mb and youtube vids can be huge also. So check the video quality and running time of each video, as the better the quality the larger the file will be. oh yes the Gadget show on tv had a wee program that monitors your usage plus when they say unlimited, their talking b####ks..

No, not really. The download speed can be affected by the speed of the source as well as the ISP. There are a number of factors, including your own configuration. I have a 6Mbs connection and, sometimes, I get 20kbps.

um.. no!
tell you what.. many of the download managers and web browsers mention speed in kBps and NOT kbps while almost ALL internet services mention speeds in kbps and NOT kBps (the reverse)

whats the difference? the small b is bit and capital B is byte. One byte equals 8 bits

so 128 kbps equals 128/8 = 16 kBps which is almost equal to 20 kBps in case you are using Internet Explorer, the download speed displayed is nearly always more than what u are actually getting!!

so rest assured you are not getting cheated (hopefully!)

just do one more thing: use a good download manager like GetRight or DAP to see a more accurate measure of speed

and ALSO VERIFY that the download speed is in KBPS and not with the small b!

An internet connection can become slow or stop working due to a number of reasons depending on the type of the connection. Many of the problems can be solved by making software changes or small hardware corrections. Detailed instructions at http://tinyurl.com/yl62gz

no its a general phenomenon
the actual speed of downloading is different than what you are having as the connection speed but 20kbps is somewhat very slower and u must get it checked and rectified
happy surfing

It is normal with all of us, Speed depend on the traffic heavy load on the server of ISP, to get a better speed download after 11 pm in night and speed will increase a little up to 30kbps

8*kb/s is the actual spped of ur connection...
so u r not cheated....

Broadband usually is 256 kpbs. 128 is as it is very slow & the speed may also depend on your OS and space availability.
