It is Maurice Duverger who said that politics has been used from two view points: one is a struggle in which power allows those who possess it to ensure their hold on society and to profit by it. The other view is ' politics is an effort to bring about the rule of order and justice, in which power guarantees the general interest and the common good against the pressures of the private interests. Obviously the second view is more desirable but in practice the first prevails.

Politics is in fact the conflict resolutions that are responsible for creating order and justice. Politics is the ongoing debates that shape the laws and policies governing this country.

Order and justice are the responsibility of the courts. Since you list only two possibilities, politics appears to be an effort at conflicts resolution.
"Diplomacy" would be a better word to describe conflicts resolution.
To me, politics is the art of promoting one's societal beliefs, without promoting conflicts.
