She shouldn't feel bad about it. Just because her friends have, that doesn't she also has to. When the right guy comes along, it will happen. She can't force a kiss where it doesn't belong. When she gets in a relationship with someone and she thinks it's time, then that'll be great. Her friends have been lucky and probably have already been in relationships.
She shouldn't tell herself it's bad that she hasn't kissed a boy. There's nothing wrong with that. It just means that she's never been in a relationship where kissing was a big thing, or she's never experienced being in a relationship. All of that will change. She's only 15, and right now it seems like OMG! So old to not have kissed a guy!, but actually, there are plenty of girls that had their first kiss when they were 20.
I don't think she has anything to worry about, and I definitely don't think she should beat herself up about it. She's still young and has a lot of life to live. Just tell her than when the right guy comes along, it will happen.

Well this is a generic answer but it is totally true. Don''t rush into things. Things come when they come and that is ok. I would give anything to have had my first kiss back when I found my second boyfriend, but I couldn't and it made me sad. And that wasn't even my virginity.
Also, you can't really forge friendships with people by changing yourself. You can change your gameplan but you should only do it so much that you will meet the right people. I was eager to get whatever guy would take me my first year in high school and looking back I was a dumb girl dating an idiot I secretly hated for four months!! Then after I just let things happen, I found this really wonderful guy who felt the same about me and we became best friends but agreed never to go out. Then right after him I wasn't even looking for anyone and my first love just kind of appeared. I wasn't even expecting it at all, not in a million years. It's ok to be 15 and not have kissed or anything like that, because when it does happen you will forget all about those times and just know you are happy then. And people are different, she seems like she has a different personality than her other friends so she shouldn't worry too much about not being like them.
I understand what it feels like to be left out and sorry my advice isn't really a quick solution but it's my own personal experience I am drawing from here.

Half the population of this country has never kissed a boy before, well I haven't anyway. If she's so much in need of a kiss get her to put a stall outside your house - kisses for sale, all proceeds to charity. Just don't tell anyone that she is the charitable case though.

Tell her not to believe everything her friends say, because kids lie. I knew this girl who told this whole story about how she slept with this guy, but I knew him and knew he was still a virgin.
Listen to her a lot, because it's great to have someone who listens, but also tell her to wait until a really fabulous guy comes along, because she will always want to remember her first kiss.

Tell her that when she finds the right guy, thats when it will happen,, and that she would rather her first kiss was with her perfect guy, then with someone she'd rather not because she feels left out the the moment.

Please don't interfee or help, it will happen when the time is right for her we do not all develop at the same rate please don't encourage something innocence is something to value. most young teens these days are too eager to give it away!
Tell your sister to be patient and that you love her and will be there to support her and you know she will find a guy and it will happen when she relaxes
