Nita C is correct. Blepharoplasty is the only way to get rid of them permanently. You need to do your homework and find a good surgeon, though - preferably one that specializes in that area.

I'm assuming you mean the flap of skin under your eye. That is done by a plastic surgeon. It is called Blepharoplasty
