If you are a gun owner in Illinois you must apply for a firearms owner card from the state You do not have to register guns you own but must register them if and when you buy or sell a gun in IL. and you must have a card to buy ammo. and don't move into the city of Chicago if you own a gun as all guns in Chicago Must be registered. ( unless you are a gang banger or criminal as they are the only ones with guns in Chicago )

Yes you can, I don't advise it or suggest it. I am at the point in my life that I see no justification for the manufacturing of an item that has 2 purposes, concealment and deadly human force.
Now I step off the podium and go back a few years The Federals say that you can carry a Sidearm in Plain View and Holstered. The States,Counties and Cities/Towns may have ordinances that kinda impede on this, but there is a way around anything. If you live in Fl then you know about the 3 move law. That is to say, a person can have a gun in an automobile, but it must take at least 3 Noticeable physical moves to make the weapon operational. Its kinda the same in every city.
You are in your car, the gun should be in a Lock Box or a Locked Glove Box. There should not be a clip in it or any rounds and especially none in the chamber.Those are your three moves. It does help policemen not to get shot so bad. And a person may not be so apt to shoot another human that is fleeing.
Now buck up, destroy the guns, and dont piss anyone off intentionally. If a person breaks into your house, get the 4.10 double barrel 18" barrel and Pistol grip and defend yoiur property without killing the intruder and te lady next door cause the Colt .45 just wouldn't stop.
When them fellas gave us that right to bear arms, it was kinda if and when the Goverment starts takeing liberties with our feedoms so that we can Defend our Rights as Americans.

First of all, in IL, you must have a FOID (Firearm Owner's Identification Card) to own or purchase guns or ammunition. There are no exceptions to this law.
Secondly, you cannot carry a firearm, concealed or unconcealed, in IL. You aren't going to get a permit. Bottom line.
Thirdly, you cannot have any handguns in Chicago city limits. Now, if you're moving to one of the neighboring suburbs, they may have different laws. But in Chicago, it's a no no.
If you are caught with a handgun in Chicago, expect to receive a felony conviction. Yes, a felony. That means you are forever a criminal, and have a criminal record. You will never be able to legally purchase or own another firearm as long as you live, and many employers won't hire you once a background check has been completed.
It's not worth it. Either move to a suburb outside Chicago that allows handguns, or store your handguns somewhere else (legally).
Someone on this board mentioned you have to register your handguns in IL. That is not true across the entire state. It may be true in certain municipalities, but there is no state handgun registration. Yes, you must have a FOID card, and of course you must pass a background check when buying a handgun. But, there is no state handgun registration (go to www.isp.state.il.us/docs/ptfire.pdf for a document outlining state gun laws in IL).

If you anticipate living within the city limits of Chicago, they have not registered a handgun since 1982. As noted below, registration of handguns is only required in Chicago.
There have been court cases on carrying unloaded weapons enclosed in a "case". The "case" was a fanny pack and the magazine was in the pants pocket. I believe some have won, and some have lost. But you would be best served by contacting a criminal defense attorney who practices in the jurisdictions you plan on living in and visiting.

What are you planning to do,, clean up cabrini green? you won't need one, and don't get caught carrying one, they'll send you up the river. You would need a permit to carry, and that ain't easy to get. Your best bet would be to find a sympathetic sheriff out of chi-town to issue one, and make sure it's good for the city.
