For instance, if my address is 123 Sesame Street, how can I make a legal address for the garage to be 123 1/2 Sesame Street or 123-A Sesame Street, etc.?

Can't do that, not the conversion, but getting an address,, the city would of had to give you a permit, if they find out, then you got fine troubles. Best is to just call the garage 123-A, and use the same mail box.

You might be opening up a Pandora's box with the building commission or the zoning office. Is everything you've done there on the up and up, all the codes etc, are you ready to be inspected. maybe it would be better to hand deliver the mail.

wouldn't that mean you would have to pay more in taxes? If so why would you want to do it? I would look into this before you make your decision.
