Did you cycle the tank(fish pee ammonia, which bacteria that takes 3-4 days to grow will turn it into nitrites which will build another bacteria that turn it to nitrates which can be removed with water changes).

If you didn't do this then ammonia could be building up and ammonia and nitrites are toxic to fish. I would say test the water or take it to your local pet store and have it tested. Then if the ammonia or nitrites are up then do a water change. Also make sure you use water conditioner with all new water. Chlorine is in tap water and will kill fish.

Its possible that he was just acclimating to the take but puffer fish are very sensitive to water changes.

something stressed him out, they will do a stand still, sometimes their belly will swell. What happens is their tiny nervous system rewinds and resets, as long as they snap back its harmless. weird little guys though...

I think that your fish is still searching and getting used to its new environment. Good Luck!!!
