I don't know what you mean by that. I guess if we didn't have a gov't, few people would willingly donate their money to science research (if they weren't being taxed), which means that many scientists at universities wouldn't be able to get funding and actually STUDY science. But that would apply to not only evolutionary biologists, but chemists, physicists, astronomers, engineers, computer scientists - new science and new technology in general would pretty much come to a halt without gov't funding. Except the pharmecutical companies - they can fund themselves, and they use evolution every day, so they might pay for the necessary research to be done.

I guess that you're asking why Godless atheism necessitates police states (e.g. the Soviet Union). The Creationist answer is that without God, man has a tendency to run amok and produce mayhem. Like all Creationist statements, this is a lie. Atheists account for 10% of the American population and 0.5% of the jail population. Why? Because atheists, unlike Creationists, tend to be well educated people who think deeply about matters and are intellectually honest with themselves.

Your grammatically incorrect question aside, the theory of evolution has nothing to do with the government. Scientific theories are based on observation, testing and peer review. Nowhere is there any dictum from the government.

It does not. Science backs evolution 100%.
What is an issue is creationist who try to force their unscientific ideas into the classroom. That action often leads to a lawsuite. In a court of law, the creationist have to support their claims. They cannot, as their 'science' consists of lies and distortion.
Then they blame the courts and government, when really they have no one to blame but themselves.
