British electrician, William Sturgeon invented the electromagnet in 1825. The first electromagnet was a horseshoe-shaped piece of iron that was wrapped with a loosely wound coil of several turns. When a current was passed through the coil; the electromagnet became magnetized and when the current was stopped the coil was de-magnetized. Sturgeon displayed its power by lifting nine pounds with a seven-ounce piece of iron wrapped with wires through which the current of a single cell battery was sent.

this is unknown , for the earliest 'electromagnets' or any other type of magnet(come to think of it all magnets are electromagnets) come from ancient times there are some in ancient Egyptian priest and navigators tombs but most early electromagnets are found near mountains (such as some Aztec or Mayan or Greek and others) Where there is iron and rain if the iron is hit by lightning then hey presto you have a magnet. So to answer your question whoever you think created the universe (if anyone).
Also a famous ancient Greek Shepard (i think he was called Magtos or something of the like) is reported to have a stone that he walked with that always pointed north. That i think is where magnet comes from . So Magtos?

I'm not sure if this is the answer you hoped for but Ultimately? God, or Nature, if you will. Created Electromagnets and Man discovered them. Then duplicated the energy in the lab through manipulation of electricity.. "KISS"

not sure if invented is the techinically word it would have been noticed just about by anyone messing with eletricty but who though of using the topology of archmeties screw to constrate the force is beyond my knowlegde i like the answer above me though
