no, the DS already has one extra engine that allows it to play the gameboy advance games. if it was to have the engine that plays the gameboy color and previous games, the DS would just be so much bulkier
you have to remember, the smaller and slimmer things are, the better they sell

As for the Wii question........... The "Wii" will allow users to download and play games from the NES, Super NES, and Nintendo 64, as well as Mega Drive/Genesis and TurboGrafx-16. Not every title will be made available; a "best of" selection will be. The Nintendo DS will be able to play game demos downloaded from Wii which they would receive from Nintendo. The price is supposedly no more than $250.00 Nintendo has stated that Wii will be backward compatible with all GameCube software and most peripherals. The only one, that won't be accessible, is the Game Boy Player.

The official answer would be no. The Nintendo DS cannot and will not be able to play GBC games because it lacks the processor to do so.
The less official answer is that you can buy a flash cart and put a homebrew emulators on it. However, flash carts aren't cheap, and as you probably wouldn't have the means to back up your own ROMs, this method would probably involve some level of questionable activity.

Not really... Game boy colour and gamecube both fall into the "retro" category, where Nintendo is no longer making any of those items again. Most likely, they will be forgotten.
You're going to have to buy a Game Boy advance SP or anything else that plays GBC games.

Can't regular DS's (not Lites) play them? If not, it might be useful to just go out and buy an old GBA SP or something to play them on.

No. But you can pick up a GBA fairly cheap, or even look for a "vintage" GBC. Or a gameboy player for the gamecube. Or an emulator for your computer...
