residents card for Hungary?

Ok I didn't ask the right question !!How do I go about getting a resident's card in Hungary as I have already lived there before,but to even get a mobile phone or a cotract of lease you need the card.Any help would be great also any Magyar in the north east of England looking for Magyar friends drop me a line
