It is much better having the toes show because the dress is less likely to have you step on the hem.

What Im about to say depends very much on where and what event will the dress be worn. Also the age of the lady that will be waring this dress. Grace is the most important when waring a formal dress.
If this is in the evening after 9pm the dress is to be to the floor lenth. Also if its a black-tie event the dress is also floor lenth. The dress, hair, hand bag and jewlery are more the emphases. Not the shoes. Shoes should never be seen because its the look of floating in air and grace that is important
If you are attending a semi-formal affair then the ankle lenth is a must. Then there is more of an all over effect you will be trying to bring together. Such as dress, hair, hand bag, jewlery shoes and other accessories.
If you dont think you can ware a full lenth dress without steping on the hem then have a tailor hem the dress only in the front to where it just touches the floor. The trick to not stepping on the front of your dress is to walk toe to heel.
If you are to ware a dress at mid afternoon then the dress can be tea lenth.
Morning weddings or events a dress just below the knee is proper. As long as this event is not formal or semi-formal and is before noon and no food is to be served. This includes breakfast.
The age of the lady does matter on what lenth she should ware. From the age of 16 she should ware tea lenth untill she is either married or in her twenties. Then a full lenth dress is a must. Any younger children dresses are just below the knee. Mothers, Grandmother and Great Grandmothers dresses are always floor lenth for Formal. The earlier the day the less lenth to the dress.

The length of a formal dress depending one the style. In General, when it is fitted, you wear the shoes that you are going to wear with the dress. The front is floor length. The back depends on the style of the dress: if it has a train or not. The person altering the dress should have enough knowledge on how to fit it right.

That's your own personal feelings on the dress. For me, personally, I don't like the dress to be touching the floor when I have heels on with it. Then I'll be tripping over it, so it's just easier to not have it that long for me.
But, if you try it on and you like it hitting the floor when you have heels on, then do it that way too.
It's all just your preference.

Its really to touch the floor. Only to see maybe the bottom layer of your shoe. I prefer those type of gowns. GoOd LUcK!

it should definately touch the floor and when you walk you should barely be able to see your feet
