Happens due to Goose Bumps!
Goose bumps (AE), also called goose pimples, goose flesh (BE), chicken skin (Hawaiian Pidgin), or cutis anserina, are the bumps on a person's skin at the base of body hairs which involuntarily develop when a person is cold or experiences strong emotions like fear or awe. The reflex of producing goose bumps is known as horripilation, PLOERECTION, or the pilomotor reflex.
Goose bumps are created when tiny muscles at the base of each hair, known as ARRECTORES PILORUM, contract and PULL THE HAIR ERECT. The reflex is started by the sympathetic nervous system, which is in general responsible for many fight-or-flight responses.
Goose bumps are often a response to cold: in animals covered with fur or hair, the erect hairs trap air to create a layer of insulation.
Piloerection as a response to cold or fear is vestigial in humans; as humans retain only very little body hair, the reflex now serves no known purpose.

In humans, goose bumps are strongest on the forearms, but also occur on the legs, back, and other areas of the skin that have hair. In some people, they even occur in the face or on the head.

Well this phenomenon is know as goose flush or goose bumps.. it happens because of The muscles contracting making the hair to stand up.. it usually happens when one is excited or thrilled in routine.. however it can be classically observed when one feels cold.. during this time.. the hair standing tends to block the air on the skin and not allowing the relatively cold air over it to come in contact and hence trying to give a feeling of warmth.. uc..

it may be due to the sensitive nerves i.e neurons in our body reacts when it recieves signals from the brain
it reacts so because it symbolises that some abnormal sense has been felt by our body and that which it was known by our brain...........
when this happens, our hair which is just above these nerves can quickly feels the sense which thereby leads to a chemical reactions and finally ends up with the hair standing up straight......when it recieves chemical changes at the root of our body hair, my dear friend...

Because muscles tighten in our bodies causing the hair to stand on end when skin and muscles contract around the pore they are sprouted from. Or you put that fork in the electrical socket again.

When you feel cold the hair present on your body erects and traps air and thus acts as an insulator. As air is a bad conductor of heat, it doesn't let the inner heat of body to fuse out. And thus keeps the body warm.

the body want to maintain homeostasis (a constant environment) so if it gets cold, the hypothalmus (in the brain) tells the muscles to contract through combustion which produces a heating effect.. this is why u shiver wen its cold. So wen the muscles contract, it tightents the pores where the hair comes out of, cusing it to stand up

Because a stimulus, like fear or cold sensation will simulate the "erector pilli" found at the base of hair follicles which pushes the hair up. It is called in common lingo as "gooseflesh".
