There is a couple that's engaged, but I don't want them to be anymore. Is there any way you can break them up besides getting one of them to cheat on the other? And is there any way you can stop the mad sims from knocking your trash can over??

stop interacting and the relationship meter would drop slowly. but yeah, slowly, so its gotta take some time. well that trash can thing always happen to me, and i guess there's no way to stop it. hope this helps and enjoy playing! :)
oh, for certain sims of certain horoscopes, you can pick on "annoy" at the interaction list. that'll cause the relationship to be minus off too.

I don't know about PSP, I play on my computer...but if its the same, you should just have them stop interacting. Their relationship will deteriorate over time, just like friendships. You can also try doing negative interactions like fighting or whatever else is available.
