I was told that you cannot resign with a pending investigation, but i was not sure if you could quit if you have another job offer.

If you are in the US, you can quit before they fire you.

That's probably the best move, since you already have another job lined up.

It mostly affects things like unemployment benefits. If you quit, you're not eligible but if you are terminated you probably are.

You can resign. For them to stop you from resigning would be equivalent to slavery, and we don't play that game anymore! The outcome of any investigation can still be held in your employee file and may be shared with anyone who asks in some cases. If there are illegal acts involved, the police can still come after you of course.
