No, as long as he and his guests are in his half of the space. Now if they go into your bedroom, then they are doing something illegal.
I would speak to the front office and explain your problem. I am certain they are against underage drinking and loud parties where drugs may be involved. Good luck!
If that doesn't work, call the police yourself and make a noise complaint, even if you leave it anonymous, after several times of being called out, your complex should be moved to do something.

The police ain't gonna give a crap about you having "seperate bedroom leases"...if you're in the same house/apartment when a raid happens, you will be one of the first ones hauled off in handcuffs. YES, stop the partying there if you want to continue to be a free man.

the answer to your question is no,you don't have the authority to stop the party, but it should have been agreed between the two of you before the party started. so you could have made arrangements to be somewhere else and not be involved with the party animals.
