Because they are ignorant, and they simply didn't grasp the imposed lessons of grammar that was taught in grade school, and if they did learn it, they chose to ignore it. It really irks me to no avail.

Do they?, Not all the time I guess. Maybe during some introductions with persons and when you cracked the conversation, it keeps on flowing statements ending in a full stop. (period)
