I don't think it's safe. I know when I'm hungover I can hardly think straight. I feel sick, have a headache not to mention that bright light that is in the sky that makes my headache worse!!

It's not safe to drive anytime you are unable to devote your attention to the task at hand. That goes for anything that distracts you from concentrating on the road (eating, cell phones etc). Sure its safer than driving drunk, but that does not make it SAFE. If you are so hungover that you are questioning your ability to drive then you are most likely not safe to drive.

You should always avoid driving with any liquor or drug consumption. In such condition you have lost your control over your Locomotor System and reflexes are poor. You will not be able to apply brakes. So pl don't try poison.

As long as you know for a fact you have gave yourself time to be sober then yes. If your sober and hungover then you just feel like crap your not drunk. As long as your not too sick to drive and be alert there is no more danger than any other time.
webtender.com has a calculator that helps you have an idea of how long it takes for your alcohol level to drop to legal limits.
