It is not safe to do so. It can cause temporary blindness. If a person's blink response is normal, exposure will be too brief to cause permanent eye damage. However, being blinded, even temporarily, is a safety risk.

Lasers can burn your eye. It is never a good idea to shine a laser of any kind into your eye.

It would depend on how intense the laser is. If it's a stronger laser, it could damage your eyes, but even a bright light (not quite a "laser") can harm them, too.

burn blood vessels in Retina and risk blindness. And by the way, if you intend shining industrial laser in the eyes of airline pilots during landing or take off then you are a scum bag who will be caught.
