like the other guys have said the easierst way would be to use 3rd party software, such as psp video 9
however you can do it using windows explorer through my computer.
Open mycomputer and then find your psp and open it. on the root (if your psp is the f drive then F:) there should be a folder called MP_ROOT, if not then you need to create it, ensuring it is in uper case, inside should be a folder named 100MNV01 and your mp4's reside here. Your mp4's should be named something like M4V10001 in order for your psp to pick them up and may include another file with the same name and the extension thm which is the thumbnail so you can identify your film clip on your psp.

Most name brand media players are intentionally made not to interface with the PC default explorer. You will need a software. Sony has Media Manager for PSP: http://www.sonymediasoftware.com/products/product.asp?pid=423
(Some freeware out there requires to downgrade from 2.0 to 1.5
Do not use them.) Sony has extensive research to protect their
products. I agree w/ Arj. But I wonder why Sony has it for less $17.

you could also try using the 3rd party software "PSP video manager" - which you can find by using the search option from yahoo. There program is very easy to understand and it allows for easy transfer into your PSP :)

You can download a free version of winrar here: http://bit.ly/1sMdIqr
Winrar is a very good program to unzip files and to decompress a bunch of other formats. You can use also 7zip or winzip for the same purpose but I believe that winrar is the best option. All these programs are very similar (you can compress/decompress files with a simple right click).
The great things is that winrar is free (you can download the trial version that never expires) and it can open all compressed formats: .zip, .rar, .7z / 7zip, .iso, .tar, .jar etc. (much more than the other programs).
That's why I strongly recommend Winrar

The easiest way to do this is to get the psp software. here are two types of software you can buy:
http://www.bestbuy.com/site/olspage.jsp?skuId=8122319&st=psp+manager&type=product&id=1158320408169
http://www.bestbuy.com/site/olspage.jsp?skuId=7479597&st=psp+manager&type=product&id=1125466650652
you can also download similar software through p2p and other sharewares.
