In theory it's a good idea, but it would be impossible to effectively enforce. Moreover, it would open the door to the kind of limits on personal rights which I don't think we want in this country.

A better idea would be to limit the number of children which the state will pay for, especially for people stupid (or greedy) enough to have more after going on welfare. Additional payments should stop after the second child; if someone chooses to have more, that's their problem.

I can't believe I am saying this, but yes, I think that may be a great idea! We are already on the subsequent generations where adults now, were often raised by those on welfare, and refusing to work. They bring up their kids, to live like this. A small child thinks THAT is ok, and normal. It could reall snowball, and that would be horrible to deal with. Yes, make people take responsibility, even if that is just keeping their legs closed, or using birth control, something.

not everyone on welfare is on it because they want to be. i know a couple of people that are working and they get medical benefits.
i know someone else that is working their *** off, and they make just enough to get by. they make too much to get any help, they have no medical of any kind, and they can't afford to go to a doctor.

i think that if people want to have kids they should have to take classes or some kind of test. i've seen people with children that i wouldn't let watch my cat.

I think the poor should have less children, especially if they can not support them properly, but how do you propose to impose that rule, especially in 3rd world countries, kill the parents who disobey?

That would be infringing on their rights to procreate! That is what the bleeding hearts would say.
