In my opinion you can wear flats all year round and with all the styles they can be worn casual or dressy. I even wear them to the club, it beats pain in my feet.

I wear flat shoes all the time and so does everyone I know. I'm the only person I know who can walk in heels with no problem even though I normally trip over my own feet. I only wear heels though when I'm dressed up for something which is rare.

But by your question, I'm assuming you aren't talking about tennis shoes, hikers, flip flops, and whatnot.

I wear my flat shoes all year round. I consider the length of my dress pants versus shoes with higher heels. When it was raining yesterday I felt more comfortable with my flats.

Flats can be worn all year round.......I think they look best in spring or summer with capris or pants. I really like the look of a cute pair of slipper-like flats with jeans. :)

Definitely not seasonal. You wear them depending on the outfit and your 'needs' (like you don't want to be taller than your date?)...or you just want to be more comfortable than you'd be in high-heels. (some high-heels are more comfortable on me than some flats are---so it just depends.)
But it's not the height of the heel that's seasonal, and it's not the colour. It's more the weight (sometimes).
Just remember "if it feels good---DO IT"
