Kindly explain the phenomenon and also suggest methods to improve download speeds.

Are you sure you are not reading 20kBps?

b = bit
B = byte

8b = 1B or...
8 bits = 1 Byte

Downloading at 32 kilobytes per second would be correct since there are 8 bits in 1 byte. So 256kbps = 32kBps

You may want to read up on ADSL at the below link, but basically ADSL divides the bandwidth up into some for upload and some for download, so you never have all the bandwidth available for either.

Of course even with that 20 out of 256 doesn't sound right. Go to the bottom link and check what ADSL speed you're actually getting. If it's not 256 call your provider and ask why you're not getting what you're paying for.

Internet connections measure bandwidth in kBps which is kilobits per second. 8 bits = 1 byte, so the maximum speed that you will probably achieve is about 32 Kbps (Kilobytes per second, 256/8). There are various download accelerators that you can download, but still you will not achieve blazing speeds.

Same here. But my download speed is a tad better, usually 27-32 Kbps. Waiting for other answers............

See if Cable Internet is available in your area. DSL is generally much, much, slower. I get 6 MB/s on my Cable.
