have you seen them on webcam and talked to them over the phone, so you are pretty sure they are who they say they are? maybe the first time bring a friend along with you, play it safe.

If you're a kid, then chances are that the other person isn't, and is leading you on. When you show up, you find that the other kid isn't there, but his/her "father" is and will take you to them. Don't go! The "father" is the one you've been talking to!
If you're an adult, then you can google the person, check out who they say they are. You want both a work and a home number NOT just a cell number. A lot of married men are trolling for girlfriends: you don't want that to happen to you. Also, make sure you get them when you call, that they don't just always call you back, because that means they're not really where they say they are.
When you first meet, make sure it's in a public place with lots of people, don't get in a car alone with them, and let someone know where you'll be and when you'll be back. Arrange to check in with your friend by phone, too, while you're on the date.
Oh, and pics can be old, or of someone else entirely, or just show their face and it turns out they are really overweight. Web cam is better, 'cause it's live.

Make sure you have known them a while and have seen pictures/talked to them on the phone etc. before you even consider meeting them. If you do want to meet them, always do it in a public place and let someone know where you will be and what you are doing "just in case".
